Profile

Lukáš Horák is an AMO Research Fellow specializing in security within the Western Balkans and West Africa.

His work focuses on various security risks and phenomena, disinformation, and the tools and methods of Russian Federation influence that alter security dynamics and political realities in target regions.

Lukáš holds degrees from the University of Defense and Masaryk University in Brno and is currently a doctoral student at the University of Defense, where he researches Russian influence operations in Africa. He served as a professional soldier for fifteen years within the structures of the Czech Armed Forces, holding various leadership roles in both combat and non-combat NATO and EU operations in Afghanistan, Africa, and the Western Balkans. His military experience provided him with a unique perspective on regional security dynamics and risks, the challenges they pose for the West, and insights into the tools and methods used by foreign actors (Russia, China, and others) to undermine the efforts of the Western community in these environments. Lukáš transitioned to academia and expert work due to significant vision loss, which prevented him from continuing active service within the Armed Forces.
