About the project

Foreign Information Manipulation and Interference (FIMI) represents a growing threat to democratic processes and fundamental rights in the EU, yet these threats remain insufficiently mapped and analyzed.

The RESONANT project aims to create a comprehensive picture of state and non-state actors using information suppression – including China – and to recommend strategies, tools, and methodologies to reduce the impact on vulnerable groups, including the Chinese diasporic communities in Europe. Specifically, the project focuses on identifying the vulnerability and resilience of diasporas, mapping behavioral changes under FIMI pressures, and assessing the effectiveness of legal and practical tools in host states. The project also evaluates the preparedness of EU authorities to FIMI threats, complemented by case studies and socio-behavioral analyses.

Project activities include developing methodological tools and policy recommendations, organizing workshops and conferences, conducting table-top exercises, and engaging with target groups. Outputs include expert analyses, manuals, policy recommendations, methodological toolkits, online publications, and a comprehensive communication strategy to raise public and stakeholder awareness of FIMI threats. 

RESONANT is supported by the EU Horizon program and implemented by a consortium of ten European institutions. The AMO China Team’s contributions focus on mapping and analyzing the Chinese diaspora in Europe. The project runs from December 2024 to November 2026 and received funding from the European Union’s Horizon Europe research and innovation programme under Grant agreement No. 101132439.
