Resilience and the whole-of-society approach: Lessons Learned from Ukraine


About the project

A whole-of-society approach to defence and security is increasingly important for NATO and its member states, which face both traditional and hybrid threats. Ukraine has gained unique experience in preparing and managing the participation of citizens, civil society, experts, businesses and other actors in defence and security during a state of war.

The NATO Advanced Research Workshop in Prague will focus on connecting Ukrainian experts with experts from Alliance and Partner countries with the aim of sharing, analysing and summarising the Ukrainian experience in a written output, translating the analysis into concrete policy recommendations for individual NATO member states, while strengthening professional and academic links between NATO and Ukraine.

The aim of the project is to gather in Prague a diverse group of relevant experts from NATO countries, Ukraine and other Partner countries who are interested in a deeper understanding and discussion of the Ukrainian experience. The workshop will pursue three equally important objectives:

  1. To summarize and analyze the Ukrainian experience with the integration of state and non-state actors in the field of defense and security, identify lessons for NATO and member states, and publish the results in the form of a research report based on the discussions during the workshop.
  2. To support the exchange of best practices and experiences and to lead a debate on the theory and practice of the so-called whole-of-society approach to defense and security. This should help identify opportunities for future larger-scale research projects focused on unanswered questions.
  3. To create a space for networking between experts from NATO countries, especially from the eastern flank, which is potentially most exposed to further possible Russian aggression, and from Ukraine. Mutual learning and networking should lead to further deepening of cooperation and joint research projects, the basis of which will be this introductory workshop.
