Who Are the Biggest “Foreign Agents” in Serbia, and Which Countries Fund Them?

The influence of foreign countries in Serbia is increasingly noticeable, primarily channeled through statements by ministry representatives and President Aleksandar Vučić, who often openly favor certain states. The most prominent players in Serbia are undoubtedly China, Russia, and the United States. Data we gathered shows that these countries are also the largest donors to Serbian ministries, primarily the Ministry of Internal Affairs and the Ministry of Defense.

It is not uncommon to hear government representatives refer to their opponents, as well as dissenters like NGOs and media outlets, as “foreign agents.” However, as numerous studies, donations, and agreements reveal, one of the biggest “foreign agents” in Serbia is its own government, namely, its ministries.
