An expert seminar organized within the Challenging the Czech Tales on European Policies supported by the Open Society Foundations.
The European Union has undergone many changes of primary law in the last twenty years. When the unsuccessful Constitutional Treaty was replaced by the Lisbon Treaty, many have hoped that the constitutional debates will take the back seats for a few years. However, the Lisbon Treaty has already seen some amendments related, e.g. to its late entry into force (temporary increase in the number of seats in the European Parliament), enlargement (Croatia) and the crisis itself (article 136).
The time of crisis has been marked by debate of institutional changes and constitutionalisation, by re-emergence of some old proposals and suggestions of new ideas, e.g. merging the posts of the Commission and European Council Presidents, more competition among europarties, creation of a third chamber made up of representatives of national parliaments etc. How likely is the future adoption of these proposals and what would they mean for the EU and for the Czech Republic?
