Dr. Michael Carpenter is a Senior Director of the Penn Biden Center for Diplomacy and Global Engagement. Carpenter studied at the University of California, Barkley and at the Stanford university. Prior working at the Department of Defence, he served in the White House as a foreign policy advisor to Vice President Biden.
